Every country has sayings about the central importance of marriage, the family and the home and the comfort and security to be found there. In Viet Nam such sayings include “family is a warm nest” and “if the husband and wife agree with each other, they can take all the water out of the sea”. Yet tragically the marriages of some women are not harmonious and peaceful and their homes are places of fear, sadness, pain and humiliation.

In November 2006 the National Assembly of Viet Nam, legislation XI passed the Law on Gender Equality (GEL) to ensure equality between women and men in all fields of social and family life. The Ministry of Labour, Invalids and Social Affairs (MOLISA) has been appointed to be the State Management Agency (SMA) for GE, taking responsibility in implementing the state management on gender equality. MOLISA with the support of UN organizations in Vietnam as well as other donors in GE in Vietnam is in charge of coordinating with line agencies, organizations and socio-political organizations to fulfill the responsibility of SMA on GE. The Monitoring and Evaluation Framework for the Gender Equality Law is a part of such efforts.

The Government of Viet Nam passed the Law on Domestic Violence Prevention and Control, Law No. 02/2007/QH12, (DVL) on 21 November in 2007 and the law came into effect on 1 July 2008. The Ministry of Culture, Sports and Tourism (MOCST) is the State Management Agency (SMA) responsible for implementation of the DVL and implementation is underway. Many other Ministries and institutions also play key roles as do the People’s Commune Committees, the Viet Nam Fatherland Front, the Viet Nam Women’s Union and many others at the national, provincial, district and commune levels. All involved also have important roles in implementation, monitoring and evaluation to ensure that the DVL is effective.

Vietnam has long been praised for its political commitment for gender equality as well as equality between different ethnic groups. Vietnam constitution states that male and female citizens are equal in all fields, including politics, economics, culture, social and in the family. Any discriminatory behaviors towards women and violation to women’s dignity will be forbidden. However, in reality, there still exist many gender differences. In general, women are still in inferior position compared to men in all aspects of life, with ethnic minority (EM) women are among the most disadvantaged and endure both gender and ethnicity inequality.
Report on the implementation of 2010 Work plan

The Joint Programme on Gender Equality (JPGE) has been formally implemented since April 2009. In the first year of the implementation, all its component projects focused on establishing the working system, arranging staff for full-time positions. Therefore, the disbursement rate of the whole JPGE in 2009 only reached 72% (reported at the second NSC meeting in 2009). In 2010, the progress of the whole JPGE had many profound changes, the working system of the project components as well as participating UN organizations has been put into operation effectively, and most of the project activities ensured right progress. The disbursement rate in 2010 is as follows
